Tenant Paid Utility Allowances
The payment standard also includes an amount for tenant paid utilities (the utility allowance amount is not based on actual family consumption, but on averages of similar size units with like features). The more utilities that are paid by the family in which the owner does not include in the rent, the lesser amount of the subsidy is available for rent.
HADC establishes a utility allowance for different types of categories (natural gas, electric, oil and heat pump), in different combinations of sources (heating, air conditioning, cooking, water heater, electric, etc.), and in different kinds of eligible unit types such as, apartments, town homes, single family dwellings, and duplexes.
