Community Service Requirement

Community Service is defined as "the performance of voluntary work or duties in the public benefit that serve to improve the quality of the life and /or enhance resident self-sufficiency, and/or increase the self-responsibility of the resident within the community in which the resident resides."

The community Service requirement is mandated by the U.S. Department of Housing and Urban Development (HUD) under the Quality Housing and Work Responsibility Act (QHWRA) of 1998, Section 512. The 1998 Act requires public housing residents to contribute eight (8) hours per month of community service or participate in an economic self-sufficiency program.

This work requirement must be incorporated into the lease with all non-exempt residents, ages 18 through 61, being required to perform the community service. HADC staff directly administers the orientation of the program by providing a list of community service and economic self-sufficiency opportunities to all participating residents.
